hi,
I am preparin my application for skilled immigrant, I have couple of questions before I send my application

1) Do I need to do IELTS as quite busy with university studies?

1.1) I done all of my college and university education from UK, was in UK since 2002 (20 year old)
1.2) Currently doing PhD in Canada. (1st year)
1.3) I have solid research papers published in top tier research journals. 8 Years in western world

2) My wife is in Pakistan and am currently in Canada, I wan to choose Buffalo as my processing visa office what about my wife as sending passport by mail is not allowed from Pakistan, Can I choose Islamabad embassy as her processing office? Or we both need same processing office?

Thanks for the reply in advance

Reading this manual will give you a clearer picture of langage test requirement and why its necessary for non-native English speakers.
http://www.cic.gc.ca/english/resources/manuals/op/op06-eng.pdf

Secondly, most experienced people at this forum advice in favor of taking IELTS if English is not your first language, whether or not you have graduated from and/or worked in an English speaking country

2) My wife is in Pakistan and am currently in Canada, I wan to choose Buffalo as my processing visa office what about my wife as sending passport by mail is not allowed from Pakistan, Can I choose Islamabad embassy as her processing office? Or we both need same processing office?

I would suppose that you both would need the same processing office but I am not sure and I may be wrong about this
Thanks for the reply in advance

Your answer to question 1, copy this link and paste to your browser, i hope it  gives you a clearer idea of what decision you need to take.

For question 2, you can't have 2 visa offices. You only have to chose ONE.
Good luck
