in march can she say she is coming here to get married and apply for perminant res...from within canada or is there a better way? thanks

If she tells the immi officer that she's going to Canada in order to get married and then apply for PR, she won't get a TRV.

The way to do it is to get married first, then sponsor her.

whats a trv  so she should just say shes coming to get married

TRV = Temporary Resident Visa (eg tourist visa)

And no, Thaiguy is saying if your fiance tells immigration she wants a TRV in order to get married here you will not be successful.
