Snrs. Can we send older PPs after submission of recent ones without being asked?

Dear Qorax and other senior members
We have encountered with a problem.. we sent our PPs(only recent ones) in March. but till now have not received any communication from VO. We sent 2-3 times Email as well as case specific enquiry but till now they never responded.
Today one of our forum member(Always +ve) with same time  line as ours has received an email saying

I have been asked to submit the old expired passports after I sent an inquiry to ND. I did not send it earlier for the ambiguous wordings in their request letter "valid passports".

Now plz guide what should we do? Should we send our old PPs without being asked by VO or should wait for their reply. But one never knows when will they ask and this simply leads to delay in the process.

Hi, i had only send my current PP, and got the VISAS..!!

So first wait for their answer and then take an action.
