Smart to wait until landed to purchase a car?

Is this correct:  If I purchase a car in the US, I will have to pay sales tax twice on it, once in the US at time of purchase, and another when I import it into Canada?

Would it therefore make sense to wait to purchase until I'm in Canada?  Or are cars so much more expensive there, it wouldn't matter?

Can you elaborate perchance on "how long you used it before landing/import to Canada"?  Does owning it a certain length of time before import mean you don't need to pay the tax on it when you import it?
