Here is my story- I am a Permanent Residence of Canada since 2008. I got married to my spouse in London, UK in August of 2009. Prior to our wedding, my spouse had applied for Federal Skilled Worker (FSW) visa in Jan 2009, and up to now, he has not heard anything from CHC-London, and he still resides and works in London, I live and work in Calgary. We can no longer wait for his FSW visa as its taking forever, and we need to be together as soon as possible to start a family. My question- can I sponsor him for spousal visa while his FSW visa application is still pending? Or does he need to withdraw his FSW application before I can sponsor him? Please your input will be highly appreciated.

You can apply to sponsor him now without him withdrawing the FSW.  There is no law against having 2 applications at the same time.  The London office may ask him to withdraw his FSW application before they actually issue him the PR visa for the sponsorship application but there is nothing wrong with applying now and having both of them going until you are asked to withdraw one.
