Since you are not a native speaker of English, yes, you need to take the IELTS.

The might be people saying yes or no but wud you like to take chances and let CIC ask you to take the exam?Wat if they ask you to submit results by certain date and you don't find examination dates available or stuff like that.Don't you think it is better and will eas of any problems or confusions that you might be having. The best bet is never to keep any loop holes. You might think of expenses and pain of preparing but it's a bigger bet out there to get the PR ain't it?

Yes some say that you can write essays to prove that you know English and studied and work in a English speaking country but CIC does not acknowledge it.They have every right to ask a non native speaker to ask for the proof.Sounds ridiculous though but that's the rule.It is better to finish it once for all.It will also save on time at a later date.

Guys,

I appreciate for the help. I have one more question? Do I have to send police report in the begining or wait until CIC asks? Also do I need police report from my home country, as I am living in US for more than 4 yrs? Thanks in advance for your help.

You should wait until they ask for the police certificate before sending it.

It depends which country you are from, as to whether you'll need a police certificate from your home country.
