Thanks a lot, PMM, for your reply to my first message. Actually, I didn't sign any contract. My university and a university in Canada has a partnership project. This project is sponsored by CIDA. I won the scholarship but was not asked to sign any such document. I have now been in Canada for some time. Could I apply for a PR in such a case?

You can try, no quarantee.  If you have been admitted to Canada for 1 year, then you can also apply to Buffalo.
