My queries is that as i have British passport do i still need to take IELTS test.

1.  Unless you were born in an English speaking country, all your schooling was in English, and the language at home and work was English, you need the IELTS.
2.  No, not close enough.
3.  Be careful with WWICS they seem to promise a lot but at times don't deliver. http://cities.expressindia.com/fullstory.php?newsid=71378    http://www.canadiandesi.ca/read.php?TID=6219
