I hope Im lucky this time.
 
When I apply as a skilled worker or family class immigrant.
Do I get permanent resident status directly when I arrive to Canada?
And does the 3 year rule applies to family class immigrant also before applying for citizenship?

Citizenship and Permanent Residence are two different things. You apply for permanent residence first.
