CIO received my skilled worker app on Nov 26, 2010 and they charged my card for $ 550 today (Dec.1). What does this mean?

No, it just means that your credit card didn't "bounce"

heavy chance for positive response, normally cic charge CC when VO is convinced and approve your eligibility,  so i personally think positive response , but still wait for official communication.

If this is FSW after June 26, it's a sign that your application passed the completeness check . BTW are you following this thread which is specifically for FSW applicants post June 26?
