Sister without parents as a dependent.

Hello All,
My brother in law got his file number  from Nova Scotia. Unfortunately his parents died recently. He have one sister who is 20 yrs old.He is the only one left 2 look after his sister.
MY QUESTION IS
He already clear initial assessment AND he need to submit his all supporting document by 15 jan 2011.

CAN HE APPLY FSW PR ALONG WITH HER SISTER AS A DEPENDANT.

CIC would not consider her a dependant of applicant.  Go through it :-
