Hi I would like to sponsor my sister, I have savings  can I request Immigration Canada to accept  these  funds  as well as my earning for the support in my undertakings.

Under what program are you wanting to sponsor your sister?  To sponsor her under the federal program, either she needs to be under 18 and an orphan or it needs to be true that you have no other relatives in Canada and you have no relatives anywhere else that are sponsorable such as children or living parents.

If you want to sponsor her under a provincial nominee program, you need to be living in AB, SK or MB and both you and your sister would need to meet the requirements of that provinces PNP.
