Sir my file has been rejected because of less points in IELTS, I have got 5.5 points.
Now if I want to apply for new application form when should I take exam once again, what will be the time fram for that and when should file once again.

You have to start again from the beginning, but if you are filing anywhere but Buffalo, you only file a simplified Application, unless you have a AEO.  You better improve IELTS score before applying.  Without a job offer, check here for processing times: http://www.cic.gc.ca/english/information/times/international/02a-skilled-fed.asp
