Well you shall gather all levels of edu: transcripts, certs, ask someone to lend the hands to compile all these docuts: on behalf of you. Perhaps, you need to send original transcripts in the Uni-sealed envelopes. Unless your transcripts and copies of degree certificates are English translated, the notarized certs/transcripts shall be submitted. In additions, if you have attained professional certs, these shall also be sent in conjunction with other edu: docuts: If you are able to present all levels of Certs and transcripts ,diploma, BSc, MSc, professional certs, etc,.it is better off when CIO calculates your points and  review your application package whilst consequently put your appl: into the fast track of processes. Hence, if COA and PG docuts are professional-related, you shall submit.

So far there is no specific IELTS score need for any one of 29 NOCs under 26 june FSW  category .IMO if you meet the minimum criteria and obtain sufficient point (67 points), at least IELTS score 6/6.5 might be OK and acceptable, then  you are eligible to apply and your application will be processed. I would better suggest you to scrutinize CIO FSW application guideline and Singapore Visa office Specific Instruction thoroughly before you submit your application as you shall strictly follow the instructions as per both checklists. If you provide the completed forms + documentary evidences in line with the CIO+VO checklist requirements and your total point is equal or greater than 67, you could still go looking for the chance in this post 26 june pioneer batch as your NOC 3131 hasn't reached the CAP yet, currently for NOC 3131, the number of applications received by 10th Jan,2011 are just 601.

CIO FSW Guideline - http://www.cic.gc.ca/english/information/applications/guides/EP7TOC.asp
Singapore Visa Office Instruction-  http://www.cic.gc.ca/english/pdf/kits/guides/E37057.pdf

Good Luck!
