they have reached the quota of 1100 for the year 2011. they are only sending PPR to those whose medical was done or those are in uncommon professionals.

Application for Certificate of Clearance (COC)

    
Certificate of Clearance ( COC ) is issued by the Criminal Investigation Department of Singapore Police Force to CITIZENS OF SINGAPORE to certify that a person has no criminal conviction in Singapore . Applicant must show documentary proof from the relevant consulate/immigration authority/government authority which clearly indicates that the production of the COC is required. All applicants must pay attention to the following application procedure and documentation requirements:

IMPORTANT INFORMATION

Applicants residing in Singapore are to appear in person at the COC Office located at Blk D Police Cantonment Complex, #02-07/08, 391 New Bridge Road , Singapore 088762. The office is open from 8.30am to 12.30pm , Monday to Friday (excluding public holidays).
Applicants residing overseas should submit their applications (original) addressed to: Head Criminal Records, CID ( COC ), Blk D Police Cantonment Complex, #02-07/08, 391 New Bridge Road , Singapore 088762.

Refer to the Visa office specific guide, it will tell you about your concern.
for US, if you stayed probably for an year, CIC would ask for an FBI clearance.

Tell the CNCC Office that CIC needs this for processing your immigration case.

Amendment to the Policy of the Singapore Police Force on the Issuance of Certificates of No Criminal Conviction (CNCC) to Singapore Citizens only

In connection with the issuance of the Singapore Police Force (SPF) of police clearance to Singaporean citizens only effective 18 October 2010, all Filipinos in Singapore are informed that the Certificate of No-Criminal Conviction (CNCC) has been renamed as the Certificate of Clearance (COC), and that the Singapore Police Force will reconsider granting COCs to non-Singapore citizens who are in genuine need of such document, upon appeal and on an exceptional, case by case basis.
To make the appeal, the applicant must provide documentary proof that the COC is required, and that the requesting authority does not accept a Statutory Declaration.
For more information on the processes involving the submission of an appeal on the granting of COC, the public may contact the COC/Records Office of the Singapore Police Force at telephone no. +65 6557 3985, and email SPF_CID_COC @ spf.gov.sg.

yes, Make copies of your Canadian PR application and the page where its written that you'd need a COC from Singapore. CNCC office will consider this issue and should issue you a COC. I'd personally visit their office with all my CAN Immigration application papers and the bank draft of the Application fee.
