So to respond to myself on my other post i got a positive response from Singapore This time. emailed them like 3 times last night and 1 time today. called Citizenship and Immigration Canada in Canada today and spent 30mins with Singapore consular office yesterday. and did this today.

Something I need to Clarify that is really a concern right now since my wife is 30 weeks pregnant now. please read below and reply ASAP please.

I have already inquired about this matter that my wife if for any reason needs to give birth in vietnam (which her Permanent Residence VISA has been issued), your reply was that if she gave birth in vietnam her visa will be cancelled and baby would need medical done?
I have called Citizenship and Immigration Canada in Canada today and asked them if my wife which is residing in Vietnam and was granted Permanent Residence Visa and I am Naturalized Canadian and if she gives birth outside Canada it will not affect her VISA as my child will be born a Canadian Citizen. and we would not need to add the new born child to the application.

If your child was born in Canada or if one of its parents is a Canadian citizen, the child is therefore a Canadian citizen. If that is the case, you do not need to add the child to your application, no medical examination or fee is required. You must, however, send us a copy of his or her birth certificate. You should contact the Consular Section of the Embassy for information on obtaining citizenship and a Canadian passport for the child.
If the child was not born in Canada or if one of its parents is not a Canadian citizen, you must add the child to your application by sending us a copy of the birth certificate and the required number of photos. Your child will have to undergo a medical examination; we will provide the necessary forms after your child is added to the application. If the child is accompanying you to Canada, you will also have to pay the required fees and obtain a Certificat de sélection du Québec (CSQ) in his or her name if your province of destination is Quebec. If you have submitted a Simplified Application, please wait to inform us at the time we request the supporting documents.

Yes as you are a Canadian citizen your child need not do medicals.
The visa issued to your spouse expires DD MM 2012. She has to land in Canada before then otherwise her visa will be invalid.
