I applied in Feb, 2004, from Thailand. And completed my medicals in Oct 07 and still waiting for CIC Singapore to reply.  From what I hear the workload at the Singapore Visa Office is pretty heavy and the average turnaround of an application is 4 years.  Yours could be much earlier,  just my personal opinion.

About my case our medical done on Nov 2007. We waited 41 Months to receive the medical instructions.
