SIN for Crown Ward who has no status

I have a young man in my care who is a crown ward. He is not a citizen, he has no residency papers at all. He has no way of getting residency papers now that he is a crown ward. My thinking is that because he's a crown ward, immigration is a moot point and he should automatically qualify for a SIN, etc., due to his wardship status.

Can anyone help with this topic? He's really frustrated at what the Children's Aid has to say about his status. He thinks that when he turns 18 he will be dropped on the other side of the border with a 'here's your hat, what's your hurry.'

How can they do this to a young person? Make them a ward and then tell them that they can't get a SIN, can't work, can't do anything for himself because he doesn't have status in Canada. This doesn't make sense. If you're a ward of Canada, doesn't that make you Canada's responsibility?
