12th Grade documents - Higher Secondary School?
Candidate who pass HSSC exam get a certificate and transcripts, which can be verified through relevant issuing body - issuing body stamps the copy of the certificate- but VO's are happy to accept notary copies of HSSC certificate as well, did in my case.

Did you mean UNIVERSITY SEALED envelope for education? It means that you will have to provide documents that is -Your marksheets from the University in an - University sealed envelope.....you can not open this document and include it as it is  with your application.
