my spaouse and i both passed the on line evaluation assessment but not all the documents are ready, should we complete the documents then one of us apply or apply and at the same time complete our document.Am afraied of deleying our procedure.

Unless you are applying to Buffalo, or have arranged employment, you would be submitting a simplified application, which does not require attachments or documents.  Otherwise you have to wait for the documents.
