My first FBI PCC application was rejected because the fingerprint card is not clear. I have to redo it and have to submit my other document first in Sept 2010. Now I received my FBI pcc and should I wait for AOR first and resubmit it with  the file number?  I send in an inquire to Buffalo office and get and reply below, any advice what should I process now? Thanks!

Permanent resident applications are created in our database and
acknowledgement of receipt letters are sent to the applicant within 30
weeks of receipt. Any application submitted without the required
documents and information will be returned to the applicant.

it seems like you need to wait for you AOR.

From the UPSP tracking, the material was received in Sept 27, 2010!
