Hello
I am thinking of attaching a word document explaining some of the key documents attached alongwith main application(submission to Buffalo office)
Please share your thoughts on this
I am planning to include following letters:
-reason for not getting the reference letters form employer
-letter explaining the change in name of the college from which I did my engineering.This is to avoid any confusion in case they do any background checks
-reason explaining the 2 different notaries(one in US and other in India)used for my documents
Apart from this,do we need to explain the sequence in which various documents have been included in the bunch(it's a big bunch full of documents)

Yes, there is no harm you can attached these explanation if you dont want them to mess up.

you can write an explanation letter, I think there is no harm in writing this and it will eventually help them understand and there will be no confusions.
As for the cover letter/index for bunch of docs, its good to make an index and keep all documents in order....this is good idea.

Dear IT applicant,
I am from India and my case somewhat matches with yours.
1) I couldn't get reference letter from my current employer, you know how these so called CMM Level 5 organizations work. So I included a letter explaining the reason for that. As per instructions by CIC, you actually have to do that if you are unable to furnish the reference letter from your present employer.
2) My graduation certificate has different spelling of my name from the one in my passport. As per my graduation certificate it's Sanjay and as per passport it is Sanjoy. I asked the notary public to mention that, Sanjoy and Sanjay are same person with passport number xxxxxxxxx. Also, I included a letter mentioning that in my full application.
3) You have to include the CIC provided index as the first page of your application. That's the rule, atleast for New Delhi. I had my own index too and placed it just after CIC provided index and arranged papers according to that.
My NOC is 0213. I have completed my medical tests and sent passports and RPRF to CHC New Delhi on 14th July 09.
