I'm wondering what the legality is of visiting Canada and trying to set up job interviews. I am a US citizen, so I don't need a visa to enter, but would be looking to stay for a few months. I wouldn't be actually working, but I would be trying to solicit job offers to help with my visa application. Is this allowed?

I dont see any issues here. You are entering Canada legally as a visitor and trying to get a job offer during the stay. You will not be working as a visitor and the only issue would be if the company is willing to wait so long for your PR app to go through. i also think the job offer needs to be on the AEO list

The journey to a Canadian PR begins with a very very long wait

Sure it is legal.. been to Vancouver in July, made lots of appointments with executive level staff, just to get my name and face out. I am still in touch with them via email. You never know when paths are crossed. Dont forget, it is not what you know, it is who you know!!
