Serbia TO Canada

I recently got married in Serbia. Currently my husband is in Serbia and we are waiting for the paperwork to go through. All I have been told is that it could take approximately 6 months. I've heard a few things about it taking extremely longer. Any one have any insight as to how long it could take or what the process is? I feel so lost!

At http://www.cic.gc.ca/english/information/times/canada/process-in.asp#sponsorship it says that sponsorship of spouse will take 42 days to process in Canada, after that it is sent to the office that handles Serbia.  According to http://www.cic.gc.ca/english/information/offices/apply-where.asp#s he should go through the Vienna office.  According to http://www.cic.gc.ca/english/information/times/international/05-fc-spouses.asp#europe the Vienna office finished 50% of their applications in 2 months, 80% within 6.
