try to contact New Delhi office for sure they will take action

The first question they might ask your consultant that why they are charging you for medical a fees if you paid all you consultant fees then what is this money for?
let see what they answer.

Thanks

Was the job offer provided to you by the agent? if yes then that is a big problem as you do not have an Idea what impact, reporting the agent now can have on the process as he may ask the Person offering the job to withdraw and then your application becomes void. Check all the options, My suggestion get the Visa, do the Landing and then report with the complete details to CIC / ND-VO.

The DMP office will not accept photocopy of the medical form. They need to see the original blue color stamp on the photo.

My suggestion is pay the consultant as of now & get your medicals as you are already more then a month late & you just about have another 10-12 days to go. Thereafter withdraw the consultant using the representative removal form (IMM 5476, http://www.cic.gc.ca/english/pdf/kits/forms/IMM5476E.PDF).

If you have made a contract with the consultant prior to putting the application, then that would have the fees schedule also that you normally would have paid him as per the stage your application is in.
Now if he is unjustifiably asking you for more money then lodge a complaint with CIC & put a copy of the contract that the consultant is violating.

http://www.cic.gc.ca/english/information/protection/antifraud.asp
http://www.cic.gc.ca/english/information/representative/complaints.asp

These things are an unnecessary headache but then you have no choice. That is why it is always suggested to avoid consultants as these days the power of Internet is so strong that you do not need anyone to file your application.

I fully agree with you my friend. The agents can make you go crazy. I hate all of them. lazy fellows. They do not want to work for their money, they just want to sit and deceive people that they are agents. I also blame those who do not want to read for themselves. No one can take care of your file like yourself.

At this point in time he should pay for the money and go ahead. he is wasting his own time.

Please pay the money and get on.At the wend of the  day he has nothing to loose. you are the one loosing.

Did you not sign a new contract for the 2nd application?
If not, then you have to pay up as he says, since you did not discuss these terms beforehand, he is at liberty to dictate terms.
Instead of wasting time, pls. pay as you would ultimately need to do the same. Get your medicals & then remove him.

First of all you need to relax and take a deep breath.

Go through your contract and the stages of payments..
If your contract was made during your previous application than he has no right to ask for any money now.
As the contract generally is that if you don't get visa than 'money shall be returned or something on the lines'.

Go as per thread by Qarax which someone mentioned earlier and do your medicals without the form.

In the meantime, inform ND VO that you do not want any consultant. Do not complain about him at this stage.

You also need to deal with this consultant till your visa is done.
So tell him that your wife is pregnant and she cannot undergo medicals now(hope you r married). And that you mailed the visa office asking for extension for 6 months till your wife delivers.
This way ur consultant will think that you r not planning to dump him and won't do anything negative to your case.

How to do Medicals w/out the forms?

Usually we need to do our meds thru the forms [IMM1017] supplied by our VO [the concerned CHC]. However, there could be reasons for doing the same WITHOUT them. Eg. the forms are lost, the CONsultant is withholding them, forms r somewhere & u r somewhere else etc. In such case, we 'can do the meds w/out the forms' too. Here's how:

1. Email CHC again to re-issue u the IMM1017 [med forms]... if time permits.
2. If not, Contact a DMP for an appointment.
3. Inform the DMP, in advance, that u want to do the meds "w/out" the forms.
4. They can get your meds done by 'creating' those forms* for u.

*Note:
- All DMPs have those 'blank'* forms.
- All they need is an 'authority' to do so. If u have the CHC's email - it would suffice.
- If u don't have an email from CHC, yet the DMP'll be happy to assist u [read they want the money].
- They'll need your File No. + 2xPhotos to prepare the forms [specific for u].
- U need to show the DMP your original Pps & pay the DMP's Fees [of course].

Important: If u do not get the CHC's nod to do the meds, remember the meds expire by 1yr & your visa/s will be valid till that period 'only' [except if anyone of your dependent's Pps expire before that, then it'd be earlier]. So, doing the meds early could be risky - as it might offer u lesser time to 'land'. If that's Ok with u, plz be free to get the meds done earlier.

Hope that helped...

Above mentioned other OP's , contact VO write email with situation and remover representitive, send them address change forms. you don't need representitive now, fill out necessary forms that you dont want representitive, mostly your case is done now so, no need for agent or representitive.
DMP will send your medical result not agent.

write to VO ASAP and explain that your representitive dont give you the medical request.
you can also complaint about agent/consultant to CIC. visit CIC website www.cic.gc.ca there is link for fraud representive.
you can find another DMP that accept you without medical request, you can do medical without request, Read the Qorax post here :
http://www.canadavisa.com/canada-immigration-discussion-board/how-to-do-medicals-without-the-forms-t73722.0.html
follow those steps.
nothing can do more with your case, just inform local VO and complaint against your lawyer or pay the whatever he/she want (your PP will return to his/her address , may be in future he/she will ask you for more money, better to ignore it and remove representitive).
