Seniors Please help me understand caip

I received my caip notes but im unable to understand what is happening. It states paper file sent to JC File BF'D to 90W 25/10/2011 microlator. what does this mean for us.
My second concern is there are 5 persons on the file, however only 3 persons have client ID numbers and i would like to know why would the spouse of the principal applicant and a dependent child not have a client ID number. Is this good or bad.
Please can somebody help me understand.
