Hi
I have a Mexican National here on a TRV,When He was offered a Supervisory Position in a Construction Company,Being A Mexican and NOC Level A,He filed a work permit,But While it is in process,A Family member became gravely ill and He has to visit  her In Mexico,If the work permit is approved while he is out of Canada,Does He reenter and apply  for A Work Visa at the Border or Come in as a TRV then change status???I dont know what to advice him

If he has the LMO in hand when he comes back to Canada, he can apply for a work permit right away.  Otherwise, come to Canada, get the LMO, go back to border and apply for work permit.
