Hi.

I havent been able to fulfill my residency obligation and have technically lost my PR. I'd like to apply again under the FSW program, but I read somewhere that I need to surrender my current PR first. How is this done? Do I write a letter to the Canadian embassy asking that they revoke my current PR?

Yes, you need to complete IMM 5538B     See: http://www.cic.gc.ca/english/resources/manuals/enf/enf23-eng.pdf  Sec 7.10
