I am glad this forum is out there to help people like me! I feel confused sometimes when it comes to filling ou the forms, so I am really happy to see a site like this.
My husband is a resident of Italy, but his citizehship is Tunisian. He lives in italy at the moment and also studies here. I am from Canada.
When we went to the Canadian embassy in rome, they told us it woould be faster for my husband to apply from here (meaning italy) than canada. Now we didnt have time to ask her details, but do you think this meant that the whole process is better to do from Italy or from canada?
And by whole process, does it mean that the forms that I fill out for sponsorship and the ones we will out for immigration, are to be sent at different times and from different places? Like if i send my sponsorship application from canada, can he send the immigration forms from italy?

Your first choice is to either do an inland or outland application. Outland is faster, and it means your husband stays in Italy until the application process is complete. Inland means your husband is in Canada already (whether on a visitor visa, or something else) which usually takes much longer.
For the papers, you send in everything at once. If you choose to do an outland application, you send all of the papers and proofs to the CPC in Mississauga. If you choose inland, all of the papers and proofs go to Alberta.
If I were you, choose to do outland, that way it's much faster.
