Assuming I got provincial nomination today, but I have not started to get my FBI clearance report done yet which normally takes 8 weeks from FBI, and I do not want to wait 8 weeks to get FBI report to delay federal processing. Can I send Federal application first, then after receiving FBI report later, I will send it to Canadian immigration center. Is this method workable? Or it is better to wait 8 weeks and send a COMPLETE application to CIC? Any suggestion? I heard that it is better to wait CIS sending me a file number after receiving my application package first, then send FBI report to them so I can have file number to keep track of. Any suggestion? Thanks.

It's  good to send FBI report with your application. You don't no when they are going to send you the file number. Your nomination letter may expire by the time you receive the file number.
