Sending Case Specific Enquiry

Would appreciate some help on this matter :
Who is the "Applicant's information"? Since they ask for UCI or File number and it is only my partner who has it and I don't.
And then who is the " Enquirer's Identification?
I need to send CIC the change in our cell phone numbers as we both will be in asia for at least a couple of months and we will be using the address here in Malaysia.
I am the main applicant.

Applicant's information is the one being sponsored. It's not required that you put in the file number, so you just have to put the name, birth date and a few other details.
The Enquirer's ID is just about the one asking the question. If it's the one being sponsored, just select "applicant". If it's the sponsor, select "sponsor". And then fill in the blanks accordingly.
