Its really hard to get a job when you are not in Canada but its not impossible. Check out the websites and apply online.
If you have experience in one of 29 listed occupation then you can apply without having a job offer. Check the cic website for more infomation and your eligibility.

Living condition and quality in Kuwait is much better than in Canada.
The only difference that in Kuwait you'll never get the PR.
if I were you, I'd never leave Kuwait. Such a wonderful country.
