Normally u wont be able to re-enter Canada without the PR cards, but there is a procedure of making a formal request thru your embassy if you need to. I dont know how much red tape that involves.

I thought the embassy only gives you a single entry visa which means if you land and leave you can't travel back to Canada without the card in hand. Is this not true?
