Leo I am not discouraging you.. but the fact is UCI can be assigned to Completeness checked file but it is not necessarily to be in the cap. Last year I applied for FSW 2013 and I got UCI no but my file got returned due to cap filled... I'm not disappointing you, will pray God will pass thr :D
