I wish I'd thought to pay it ahead. It's probably handled by someone else so it's one other line you can get in. And then maybe your application moves forward faster somewhere else. Did you pay it and then email the receipt?

That's your right to permanent of residence fee aka RPRF (see http://www.cic.gc.ca/english/information/fees/fees.asp). I believe that's a good sign that they're asking you to pay it.
