There's never a "set rule". It really depends on the officer and how satisfied he is with your answers or presence in the country. They can anything into an excuse for refusal.

Yes they can deny you. They have every right to have you turn back at the border. Since your visa has been rejected once, you will have more extensive questioning at the border. But to answer your question, yes, they have every right to refuse you at the port-of-entry.

Seattle received the copies of the passport on May 2nd 2012 and ecas changed from "In Process" to "Decision made" on May 11th 2012. I guess we should expect the COPR in the mail anytime soon now :)
