    For anyone that is confused by this question, remember that you can attach an additional piece of paper explaining your answer since there will be a person looking at your papers and not a machine.

    Hi I saw in part of the guide that said "the spouse should mail the package to the sponser", but it did not say if it could be opened or not or whether this was a must. Does my spouse really need to mail it to me? Can she just hand it to me? If it needs to be mailed then I can not open it?
