They are basically trying to catch up with the files and thats why they involved Columbo VO to help them. CPP-O did the same in the past. For few months they nearly stopped sending PPR.

No there is no provision to transfer file as it negatively influence program integrity. To illustrate, if I want to transfer my file back to CPP-O, CIC will not do it so I have to submit my passport and other documents to New Delhi or concerned Visa Office only. Regards, MB
