Hi,
I am in Toronto (Canada). I came here on FSW (4131). Here i found it is tough to sponsor your family (PARENTS). Now i want to move to Saskatchewan or Manitoba. I need your help for it.

1. Which one is better as per job opportunity ?
2. Where tax is less ?
3. Can i sponsor some one else then my parents ( first cousin ) ?
4. Where immigration process is fast ?
5. Do i have to inform Government of state that i have moved to there ?

The better place for job opportunity is where YOU can find a good job.  You have to look for a job first, then decide.

However, it will not help you sponsor your parents faster unless they are under 49 years old and can be sponsored under PNP.

You have to ask SINP and MPNP how fast they nominate but the federal part of the application takes the same, see http://www.cic.gc.ca/english/information/times/perm/provincial.asp

You do not have to inform anybody that you have moved.
