Same Application Number in both 1st AOR (CIO) and 2nd AOR (Visa Office)

Hi,

I applied in May 2010 to CIO office sydney, I received my 1st AOR from (CIO) with Application Number, then I submitted my complete documents to Delhi Visa Office in Dec 2010 and received by 2nd AOR (Delhi), it mentioned that VISA office has issued me a new Application number, but in the letter they mentioned the same old Application number under the heading "New Application No.".

Please help me in clarrifying that why they have mentioned same application number in both old and new application number??
