I haven't heard about it but the US does it.  If you are a US citizen, you must always file taxes in the US, no matter where you live.

If the country where they live has a dual tax agreement with Canada, they wouldn't be taxed fully on their income.

if this happens, CRA should at least reduce their tax rates to the US level. Otherwise i would be really unhappy and might consider surrendering Canadian PR/Citizenship.  Sad

 This has been a basic tax difference between Canada and the USA for eons, so my question is "why would Canada change now?"

Where does the rumour come from? If it came from a Globe & Mail interview with the Minister of Finance, I'd pay more attention than if it came from Aunt Mildred's coffee party.
