I have to submit RPRF fee to new delhi VO.

I have made a DD in favour of Reciever General of Canada in Rupees.
In the letter I got it was mentioned that I can make DD in favour of either High commission of canada or Reciever General of Canada and I can make it in CAD or rupees.

But my agent says I have to cancel my DD and make it in favour of High commission of canada.

Now how it is possible as its clearly written on the letter and on canada website!!!

I think your agent is right. If you make DD in CAD, you will make it in favor of "Receiver General of Canada" and if you make it in INR, you will have to make it in favor of "Canadian High Commission". This was what was suggested by my lawyer when i submitted it. To avoid any delays or problems, get it done as soon as possible.

If the RPRF draft is in indian rupees then it has to be Pay to " Canadian High Commission" and Payable at New Delhi main branch.
