Hi I am a British citizen resident in Greece. As a Greek resident (but not a citizen) I am directed to the visa office in Rome but I am very reluctant to apply through there as I am sure they are very slow. Can I apply through the UK office even though I am not living in England?

yes you should be able to apply through the london office as far you are a british citizen.
