 is the right of permanent residence fee should be paid to visa office when submitting all the documents or it should be paid at a later stage when they will ask for it ,as i am confused from cic website specially if you type in the search engine of london visa office website as they say it can be paid after the approval of application?

Usually during or after medical submission, and of course before visa stamping.

RPRF should be paid when VO asks you to pay it. But in case you want to pay it right in the beginning, VO won't object to it. They will refund it if your application is unsuccessful.

Well it doesn't matter if you pay early... I paid (postal order) along with my full docs sent to CHC and got  acknowledgment slip/receipt after the second AOR...But usually it requested along with MR or for those MR and PPR package together

Qorax,  suggests sending this payment along with full documents if possible in order to make the document package "complete" in the yes of the visa officer.   If you have the money now it wont hurt you and could possibly help you in some way.   I sent it all together with full documents following his advice.
