The guide indicates that paying the Right of Permanent Residence Fee when you submit your application may decrease your processing time by 2 months.

Does anyone believe that?  I suppose it's one less thing they have to ask for but I dunno.

A month is closer to it.  The file comes out ready for visa, No RPRF, so officer sends note to clerk to generate letter to request funds, letter is generated in a week or so, mailed, Applicant gets letter, sends in RPRF, arrives in CHC goes to Finance, then back to file room to be added to file, file is pulled and send to officer.
