My friend is a Canadian PR who is returning to Montreal next month , he originally applied to Ontario? will he have any problem in the airport? can he study or work freely in Quebec province?

Yes, Canadian Permanent Resident's have full mobility rights.

He can move to any city or province in Canada and live wherever he wish. However, he may not have access to some of the Quebec-funded services for immigrants that come to Quebec via their provincial selection process. There can be more expert opinions related to this subject.
