what is a temporary status restoration?
Can a person apply for immigration if their temporary status gets restored?
There is not much information on the CIC site for that.

If you want to apply for PR, you have to fall into some class you can apply under. If you are a temporary skilled worker, you can apply with your employer through PNP or if you have been in Canada for 2 years, you can apply under CEC.

This friend of mine had a problem while changing conditions on his permit and they told him to pay the fee and apply for restoration as well.
Now he wants to apply for PR.Does it mean he cannot apply because he had his temporary status restored?

I don't think it matters. If he is applying under PNP he can ask the PNP people or otherwise he can call CIC and ask them.
