For investor category is it true that citizenship be issued directly without residency requirement?
If not can PR card be renewed without residency obligation in investor category?

There is no - straight to citizenship - immigration class and as far as I know, all PR's have to meet the residency requirements.

It is not true. The residency requirements for both PR retention and citizenship are all the same.

For investor category is it true that citizenship be issued directly without residency requirement?
If not can PR card be renewed without residency obligation in investor category?

A possible solution would be to get a Canadian company to hire you and send you abroad for work.  This would satisfy the residency obligation of PR.  However this is not valid should you wish to apply for citizenship.
