Dear friends,
I have a question about a situation when someone is submitting his PR renewal application after accumulating 730 days in the last 5 years, but might not meet the residency obligations at the moment he/she collects the new PR card...
Are they looking at your situation at the moment you collect the card?

There are cases where they have looked at a person passport as they came to pick up their card, concluded that they had too many stamps or something like that and withheld their card and ordered a residency questionnaire.  They are however only supposed to look at the 5 year period immediately before you apply, see http://www.cic.gc.ca/english/resources/manuals/op/op10-eng.pdf - page 7.

THEY CONSIDER 730 Days preceding the date of Application for  renewal
