If you qualify to apply as a federal skilled worker with at least 67 points and 1 year or more skilled work experience at some point in the past, you can apply for your PR now under category 3.  As your position now is low-skilled, your spouse can not get an open work permit based on your permit but she and your daughter could apply for TRV's to come and visit you but there is no guarantee that it will be granted.  They will have to prove that they will not overstay in Canada.
